For those interested, I recently gave a shot at translating the full version of FE6 commercial's song (as far as I remember, that full version is Track 1 on the FE6 Original Soundtrack).

Yup, indeed. More specifically, that line implies that the player should not use pre-promoted characters (Jeigan-types implied) too much (too much, not "not at all") at the detriment of the weaker characters (which can grow into powerful warriors), and at the detriment of your team overall.
