I don't think he ever released it.  Maestro made one for menus, characters, and items though, if memory serves.  Why that isn't pinned is beyond me.

I'm not sure why either...   with no one seeming interested in it, I lost some interest myself.  It made it seem like a waste of time.  Anyway, mine doesn't have any story/dialogue translated, if you want that at all, it is best to look for animarth's patch or just play FE3 book 1.
