What is the significance of the weight (Wt) of a weapon? Is it related to Hit rate, strength, or con?

It's related to con and speed. If a weapon's weight exceeds a characters con, their speed is reduced by the difference.

For example, if a character has 9 con and is holding a weapon with a weight of 12, their speed will decrease by 3. Is that clear enough?

Edit: Is a character's speed reduced in this way regardless of the whether the weapon heavier than the character's con is equipped? For example, Wil has a con of 6; if he is carrying a Iron Bow (weight 5) and a Steel Bow (weight 9), and is equipped with the Iron Bow, is Wil's speed still reduced by 3 when attacking with the Iron Bow, since he is carrying the Steel Bow?

Only the equipped weapon will affect speed.

I'd like to note that equipping a weapon with a weight lower than your Con will not affect speed at all.
