If my memory is correct, Stefan is supposed to appear when you reach a certain spot on the map with Micaiah, it was 11 up 1 across from the bottom right if I remember.
However, when I went to that spot with Micaiah he didn't appear. I spent probably half an hour moving around the area trying to find the spot. I didn't find him, and just quit at it.
Was I looking in the correct area?

Worst case scenario, you can try Lethe and Mordecai although that's not really too wise if they aren't built up...

That actually will only work if either one of them had an A support with Stephan in PoR and you carried the data over.

Not true for two reasons: A. Lethe cannot support Stefan B. Mine had an A-support with Ike and could still do it just fine Not sure about the data transfer requirement, though...

Oh. Wow, it's been so long since I last played PoR... I only just remembered you recruit Stefan with Lethe and after that she has no future involvement with him...
