Book 2 probably needed the Warp Staff too, and the Rescue Staff is effectively a requirement in it. At least if you want Marich, among others.

Kinda contrasts against the recent games where they'd just end up sitting in my convoy for the entire game.

I disagree.  If you can find a way to kill Thieves chasing/obtaining treasure before they can leave the map, you can usually manage.  Pegasus Knights are helpful in this task on large, open maps like Chapter 9 or the chapter which you encounter Garnef (and even then, I can kill the Thief without a Pegasus).  Thieves never take more than one treasure, so you can still kill them and get the treasure if they open a treasure box..

This is why I find the warp staff so cheap, because using it isn't a requirement, so you can save it for doing things like clearing Chapters in a single turn and whatnot.

And I do agree that the Rescue Staff is much more necessary in Book 2 than the Warp Staff is.  By the time you get the Warp Staff, I think you also are getting the Thief staff you can use to open chests, allowing you to use the Warp Staff for other purposes (and I think you still get more than one).

You say you disagree, but can you give me an example of a game where you need the Warp staff more?

If high ranked runs of FE5 count then they win the Warp staff award hands down

Also in FE4 it is really handy if for different reasons, fast transport and good leveling.

Two tactics that I've worked with.

1. Bring a Pegasus Knight or Dragon Knight and fly them as fast as possible to the side of the building he's in. You can get Garnef to turn back and waste time, and you can move the flyer over the ocean whenever enemies come. If you're not using the character you could just let him kill them to waste even more time.

Yeah, considering that you cannot promote more than 14 units anyway. You do not have to worry about the survival ranking either, as this game doesn't rank your performance. Normally using them as bait for Garnef isn't recommended in the NES/SNES versions of this game.

Indeed. For instence there are only two Libro Staves, and that you couldn't buy any like you could in the secret shop in the other two versions of this game in the chapter "Starlord Marth".

Just a bit of clarification: Normally I wouldn't outright sacrifice units for this sort of thing, it's just that in this game you actually get extra stuff for it. Not the characters, but the crap loads of Killer weapons, extra Warp Staff and the newly added Wo Dao and Poleaxe are in my opinion worth the trouble. Not to mention lots of extra experience in a game with such a low average end game level.
