You must wonder if the translators and programmers are on the same page.

According to many sources in addition to its own in-game description, Resolve activates only if there is 20% or less of HP left, and it is random (based on strength) even with that.  Therefore, if the skill is assigned to a 50-HP Boyd, it couldn't hope to activate until he had 10 HP left.

Imagine my surprise when it activated while Boyd still had 22 HP left--and it activated immediately in the following fight.

Surely this was simple luck, right?  Triggering a supposedly random skill twice in a row proves little, but at least I know the HP threshold was a lot higher.  So, as a means of evaluation, I assigned Resolve to Gatrie and sent him to a mob.

Once Gatrie was below half HP, it activated every time he was attacked.

With that, one could conclude that Resolve was reverted back to its PoR incarnation during localization despite the description saying otherwise.

Is there anyone here that witnessed Resolve failing to activate below half-HP?

I have heard of this, although I don't know if it also occured in the Japanese version.

I think it would be wise to run more tests, before jumping to a definitive conclusion- Not just on the activation, and activation rate, but also the actual effect. Does it still multiply Strength, Skill and Speed by 1.5?

It multiplies Speed at least; I've seen Boyd double things that he wouldn't normally double, and same with Sanaki (heh).  As far as Skill goes, well Boyd typically activated Colossus a LOT more often (34 -> 51 Skill), and I never saw any different in strength myself.  I dunno, skills are seriously fucked in fe10.

There was a topic about this back on Gamefaqs in which they tried to figure out what Resolve really does. They came to this conclusion:

It activates when your HP is below 50% and activates 100% of the time after that
It multiplies Speed and Skill by 1.5x, does not do anything to strength
