Is it possible to get the characters from other fire emblem games on the sacred stones using a hacking device (codebreaker, gameshark, ect.)?

No, it isn't possible to do that with a cheat device. Something like that would probably only be possible if you "hacked" the rom. You'll be able to find out more in the Coding and Hacking board.
