I would like to know if anyone would know a a cheap program that can resize images without quality loss, as Photoshop is way out of my price range.

I don't about quality loss but IrfanView is fast and easy to use as far as lower-level image manipulation goes*.

You can resize or resample images using a number of filters.

*-In the time something like photoshop would take to load, I could have cropped, resized, fiddled with the the contrast and saved the image. Of course Irfanview has no layers, brushes or anything like that.
