You just answered your own question.  This game, Leadership/Command applies to all units on your side.  In Part 2, Endgame, your commander is Elincia...she has 3 Leadership Stars, giving all units +15 hit and avoid.  In Part 4, Endgame, your commander is Ike...he has 3 Leadership Stars, giving all units +15 hit and avoid.  That is it.

OH.

Okay, that makes sense now. For some reason I was thinking that only units with the same AFFINITY as the commander got the leadership bonus. It's the AFFILIATION, not the affinity.

Heh. I feel dumb now.

Thanks though! It was driving me and my stat-geek self nuts.

The formula used to [include] luck/2 right? Was it still that way in FE9?

No, the "/2" was removed in FE9.
