I know there's a limited amount of support points to be gained per chapter, but is there also the one-per-chapter of 7 and 8?  In other words, If I stand and next to each other and get no other support points this chapter, can they get more than one conversation in a single chapter?

No you can have more than one conversation per chapter.  At least that happened to me before.
