Kurthnaga with Paragon gains a crapload of experience from Dheginsea, the catch is levelling him enough in the previous two chapters to the point where he can break his father's 50 defense. It's not hard if you use him, but not everyone is willing to...

Spare some BEXP.
Give him an Energy Drop.
Abuse saves.

He can rape that whole chapter with Dragonfoe anyways, it shouldn't be much of a problem by then. Even without Dragonfoe, he shouldn't have a huge problem with soloing the whole chapter if he needed to. That + Paragon should ensure that he actually does damage to Dheginsea.

I know for a fact that it still goes up, even if it does no damage (I wanted to boss abuse to get Ena up to par, but she couldn't do any damage. I had to get her to an SS in stikes to get any damage). I'm not sure about misses, but I don't think you get weapon experience if your weapon doesn't hit anything

Actually weapon level raises even if you miss.
